How to tell whether it is the floor or the room
Buy an infrared thermometer and take readings on a cold morning. Point it at the middle of the room, at a spot 12 inches from an exterior wall, and at the air. If the floor is within 2 or 3 degrees of the air, the room is the problem and you are looking at windows, doors, or an undersized heating system. If the floor reads 8 or more degrees colder than the air, the assembly under it is the problem.
Two more readings are worth taking. Check the floor directly over the crawlspace access hatch, which is usually the coldest spot in the house, and check a floor above a heated basement for comparison. That contrast tells you how much of the chill is coming from below rather than from air leaks around the perimeter.
What is actually happening under a Bellingham house

Do the air sealing before the insulation
