The slab moves this number more than the product does, because a floor that fails a humidity test adds mitigation cost and cure time before anything gets installed.
The slab decides the schedule
Most commercial flooring in Bellingham goes over concrete, and concrete holds water long after it looks and feels dry.
ASTM F2170 is the test that governs. Probes go into holes drilled to 40 percent of slab depth where the slab can only dry upward, which describes any slab on grade with a vapor retarder beneath it, or 20 percent of depth where it can dry from both faces. Readings are taken after roughly 24 hours of equilibration. The standard calls for three test locations in the first 1,000 square feet plus one for each additional 1,000, which puts a 10,000 square foot floor at 12 probes. Probes belong within 3 feet of exterior walls and anywhere a surface meter flags a wet area.
The older calcium chloride method, ASTM F1869, still shows up in specifications. It measures vapor coming off the surface over 60 to 72 hours, reads roughly the top half inch of slab, and is not considered valid on lightweight concrete. If your spec calls for it alone, ask the flooring manufacturer which test their warranty is written against, because most of them moved to the in situ humidity number years ago.
When the reading comes back above what the manufacturer allows, you have four options. Wait for the slab to dry, which on a new pour can mean months. Switch to a material with a higher moisture tolerance. Install a mitigation system. Move the occupancy date.
On an occupied building with a lease commencement or a clinic reopening, mitigation is the only one anybody accepts.
Mitigation under resilient flooring is covered by ASTM F3010. The two part resin membrane has to test at 0.1 perms or less for water vapor permeance and bond at 200 psi or better in a pull off test, with the concrete itself failing before the coating does. Ask for that data with the submittal instead of a product brochure. Under tile, sheet membranes such as Schluter DITRA and MAPEI Mapeguard handle uncoupling and vapor together, and liquid applied systems such as Koster VAP I 2000 cover resilient goods.
Alkalinity gets checked at the same time as moisture. High surface pH destroys many adhesives from underneath, and the fix is either a different adhesive or a barrier coat, decided before material is ordered and not after it is sitting on your dock.
Matching the material to what happens in the room
Pick the product for what actually happens in the room. That is what keeps a floor in service past year five.
Open office and corridors
Modular carpet tile. Attic stock sits flat in a closet, damaged tiles swap out in minutes without an extraction crew or a weekend closure, and a patterned product hides the seams. Specify a cushion backing if there is a tenant below you and impact noise is in the lease.
Clinical, dental, lab, and food service
Sheet vinyl with heat welded seams, run up the wall as a flash cove instead of stopping at a separate base. The cove closes the floor to wall joint where water and contamination collect. Cove height commonly runs 4 to 6 inches over a cove stick with about a 1 inch radius, capped at the top, with the weld rod fused at roughly 350 to 450 degrees Celsius. Rubber sheet is the other common answer where impact and chemical resistance matter more than a fully welded washdown surface.
Retail sales floor
Glue down LVT with the wear layer sized to the traffic count. A sample board tells you nothing about wear. Loose lay and click products save install hours and cost you at year three under rolling racks and point loads from fixtures.
Fitness, mechanical, and back of house
Rubber sheet or tile for impact and sound. It takes abuse that would tear resilient sheet goods, and it handles dropped weight in a way nothing else in the price range does.
Electronics assembly and server rooms
Static control flooring. Conductive material measures at or below one million ohms to ground. Dissipative material measures above one million and below one billion. What ANSI/ESD S20.20 actually requires is a system: a person wearing the specified footwear and standing on the floor has to measure under one billion ohms, and peak body voltage has to stay under 100 volts. Flooring by itself does not make a room compliant, and a data sheet is not a test report.
Entries
Walk off matting or walk off tile, 10 to 15 feet of it inside every main door. In Bellingham that recommendation is about what people track in between October and April. It is the cheapest item on the drawing and it protects everything downstream of it.
The numbers that belong in your spec
A commercial flooring specification that only names a product and a color leaves the argument for later. These are the figures worth writing down.
Slip resistance
ANSI A326.3 sets dynamic coefficient of friction minimums by use. Interior level areas expected to be walked on dry sit at 0.42, and interior level areas walked on wet with water also sit at 0.42. Interior wet plus, which covers barefoot areas such as locker rooms and pool surrounds, goes to 0.50. Exterior wet goes to 0.55, and so do areas exposed to oils and greases. Those are wet DCOF values from a specific laboratory test, and the standard itself is clear that they do not predict whether a person will slip. Treat them as the design floor and pair them with matting and a cleaning schedule.
ADA level changes and carpet
Up to 1/4 inch of vertical level change is allowed with no treatment. Between 1/4 and 1/2 inch the change has to be beveled at a slope no steeper than 1:2. Anything over 1/2 inch becomes a ramp. Carpet pile is capped at 1/2 inch measured to the backing, and the carpet has to be securely attached over a firm backing so it cannot shift or buckle.
Indoor air quality
Flooring emissions get tested to the California Department of Public Health Standard Method v1.2. FloorScore is the certification most hard surface flooring carries against that method, with Greenguard Gold and CRI Green Label Plus covering other categories. If the project is chasing a LEED low emitting materials credit, the certificates and the adhesive data belong in the submittal and then in the closeout binder, because nobody can reconstruct them two years later.
Adhesive VOC content
The limits most specs reference come from SCAQMD Rule 1168. Indoor floor covering adhesive is capped at 50 grams per liter, carpet pad adhesive at 50, wood flooring adhesive at 100, rubber floor adhesive at 60, ceramic and stone tile adhesive at 65, VCT and asphalt tile adhesive at 50, and cove base adhesive at 50.
Static control

Working around an operating building
The install window is usually the hardest part of a commercial floor, and it gets decided before the material is ordered. Leaving it until the week before installation is how projects slip.
Adhesive sets the schedule. Pressure sensitive adhesive under carpet tile and LVT needs open time before material is laid into it, and it needs a period afterward to develop bond strength before rolling loads cross it. Set the furniture back too early and you get squeeze up at the seams and tiles that shift under a filing cabinet, which shows up six weeks later as visible joints. Wet set adhesives and epoxy systems for sheet goods are stricter again.
For retail, the pattern that works in Bellingham is night work between close and open, phased by department, with a hard stop each morning that includes the floor being clean, cured enough to walk, and merchandise back on it. For clinical space, phasing has to be agreed with infection control before anyone quotes a date, because containment, negative air, and cleaning between phases are real labor hours and belong in the price.
Odor matters more than people expect. Even low VOC adhesive is noticeable in a closed suite, and a dental office seeing patients at 8 a.m. is a different problem from a warehouse with a roll up door.

Ask every bidder for the schedule in shifts rather than days. Five days means very little when three of them are cure time and two are work.
One more scheduling item that gets missed: the building has to be at service temperature and humidity before testing and installation, not after. Flooring installed into a cold shell behaves differently once the heat comes on.
How to read a commercial flooring bid
Start with registration. Washington contractors register with the Department of Labor and Industries, and the state's contractor verification tool shows registration status, bond, insurance, and any suspensions. A general contractor carries a $30,000 bond and a specialty contractor carries $15,000. Liability coverage has to be at least $200,000 public liability and $50,000 property damage, or $250,000 combined single limit. Your landlord or GC will want a certificate naming them as additional insured, and a bidder who works commercially already expects that request.
Then compare the parts of the bid that actually vary between bidders.
- Demolition and disposal. Who pulls the existing floor, what happens to cut-back adhesive, and who pays the dump ticket. On a large tear out this is thousands of dollars sitting inside or outside the number.
- Asbestos. Every remodel and demolition project in Whatcom, Skagit, Island, and San Juan counties has to determine whether asbestos is present before work starts, under Northwest Clean Air Agency rules. On a Bellingham building from the sixties or seventies, assume a survey by a certified inspector and a notification, and check that no bidder quietly left it out to win the job.
- Substrate prep. Grinding, shot blasting, patching, and self leveling underlayment, with an allowance quantity and a unit price above it.
- Moisture testing and mitigation. Named standard, number of test locations, the acceptance number, who performs the test, and what happens contractually when the slab fails.
- Base and transitions. Rubber base against flash cove is a large cost difference. Transition strips and reducers at every doorway add up faster than anyone expects.
- Attic stock. Quantity, and where it will be stored. A discontinued dye lot in year three turns a 20 tile repair into a room.
- Shift premium. After hours and weekend labor should be priced as a line, not assumed into the square foot rate.
- Closeout. Warranty letters, maintenance instructions, certifications, and LEED documentation where it applies.
The low bid on a commercial floor is almost always the one that priced a clean, dry, flat slab. Read the exclusions page before the total page, and ask each bidder to price the same allowance quantities so the comparison means something.
Public work and prevailing wage in Whatcom County
Whatcom County has a lot of public building stock. School districts, city and county facilities, the port, and the public college campuses in Bellingham all replace flooring on a cycle, and flooring work in any of them is public work under Washington law.
Public work means chapter 39.12 RCW applies. In practice the contractor files a Statement of Intent to Pay Prevailing Wages, approved by the industrial statistician at Labor and Industries, before payment is made. Adhesive wrong for the surface pH
High alkalinity attacks adhesive from below. It shows as a bond failure with a soapy residue on the back of the material, and it looks exactly like a moisture failure until somebody tests for it.
Prep skipped to hit a date
Old adhesive left in place, trenches patched with the wrong compound, or a slab that was never flattened. Resilient flooring is thin and telegraphs everything under it. Carpet tile hides more, for a while.
Traffic rating that did not match the room
A light commercial wear layer in a clinic corridor wears through at the door swing inside two years, and the warranty will point at the specification, correctly.
Transitions and edges
Most first year complaints happen at doorways, thresholds, and the joint where two materials meet. That is also where ADA compliance gets measured and where a trip claim starts.
No attic stock
A forklift gouge in a discontinued pattern turns a small repair into a full room replacement, and the replacement never quite matches the adjacent space.

Carpet tile in a corridor with real walk off matting and a genuine vacuum schedule outlasts the same tile in a building where the entries are bare and janitorial runs one pass a week. Grit is abrasive. It cuts fiber, it scratches wear layers, and it is the single largest driver of appearance retention loss in a Bellingham building between October and April.
For resilient flooring, follow the manufacturer's finish recommendation instead of the cleaning crew's habit. Many current LVT and sheet vinyl products are specified with no floor finish at all. Can new flooring go over existing VCT, or does it have to come up?

Encapsulating old tile also avoids disturbing asbestos in an older building, which is often the cheaper path. It fails where the existing tile is loose, heavily waxed, or has moisture coming through it, because the new floor inherits every one of those conditions.
Do we need an asbestos survey on a 1970s Bellingham building?
